It's kinda a common sense thing, if it was for unlicensed weapons I say 2-4 minutes per weapon, if it was for murder then 10 minutes or 1k bail (bail is generally 100 dollars per minute). If you have any other things you have arrested people for then feel free to ask

Well THE MAYOR (like usual) didnt really think it true so that would mean that you can put someone in jail for 25min for basicly everything

not true. I set the maximum jail time lower, it was on 30 minutes before. If i'm not mistaken there's a police guide on how many minutes you have to put someone in jail for. The guide is here: http://pandahut.net/forums/viewtopic.php?f=84&t=9510
