Question about blocking of bridge’s

Hello, my name is xDreamLand, a SWAT officer, and I was wondering if it was possible to wall the bridge off (on #10 at the bridge next to staff-tp) to check all the vehicles passing by. It technically is blocking off a bridge, but its just to check all vehicle’s driving by and write out some tickets and possibly arrest a person who is in possession of illegal items. If he is good he can just drive thru.
If not, can this be granted by a police captain / mayor?
Rule:
Claiming Areas / KoS Zones constitute the following:
Blocking off any of the map's Islands (NOT artificial islands).
Blocking off any of the map's Towns (NOT artificial towns).
Blocking off any of the map's Bridges, even those that lead to a dead-end.
