I understand the development of the role and it's specifics are still being worked out but I'm confused on whether these roles will be locked behind a rank or application where the player has to attain a certain police rank before applying?

I ask this because you mentioned an idea of having it only being able to be applied by those chief and above but also mentionimg ranks.
