When we used Russia back when it came out, i was a police officer. Getting to a raid across the map was impossible within 2 minutes. Although with the new NPC's it may work better. We would have to region every zone which involves a quest. I am afraid that the only 3 places used would be Moscow, the liberator, and St. Petersburg. I believe a proper way to do Russia Rp, is to make it with no economy. No commands such as /buy or /sell. I think the way to buy and sell would be trading with other people. This would be the best fit server for whitelisting. If this were to all happen, it would take a while to get fully working.

A no-economy RP would be amazing. It would really get the survival feel that #10 and #13 don't necessarily give.

The server number 13 was Russia but it was changed as it isn't a good map to RP on. Also 13 is the same size as Russia

You can't really say that #13 is the same size as Russia, because most of #13 is water, not land that you can walk around on.

Map size doesn't matter, it's how much land there actually is and how big it feels matters. You can have a map with a tiny island but with a huge ocean and claim "It's as big as russia!" but it doesn't matter.
