On pandahut 13 when new players join the game most of them dont look and the rules and Kos alot same on 10 but i think there should be a verification so people who read the rules should be able to pick a role and carry on and people that dont should have to read the rules to be able to join the server a RP

Tbh "new player" bans should be erased now because in the loading bar, it says to read all the rules, for the picture on top of the loading bar, it gives you directions on what to do, and even after, when you first join it tells you to go to pandahut.net/rp and read the rules. If players are this illiterate then they shouldn't deserve a new player ban at all. And if you don't care about the rules then it's the same concept. The only time I see fit for a new player ban is if the player did not speak English whatsoever. And in that case, good luck getting around.

I believe that new player bans have a proper place. There is nothing forcing you to read the rules so it's not like every player that joins will be fully educated on the complete rule set. This is why we have moderators and warnings/short bans to enforce rules effectively but educate players at the same time.

The "new players" are currently being worked on by me and mushy where we will be implementing a building where when they spawn in for the first time are teleported to. They are greeted with 4 signs which tells them important information on how to join a role if they are confused and greets them with the link to the new and revised rules which are currently being worked on. I hope to have this in place within 2 weeks if all goes right.
