Weaponsmith should be able to buy police,civilian, military and spec ops vests

why?

Because you wear (well people that I shoot do) vests to hold your ammunition.

This would be the role of Armorsmiths instead of Weaponsmiths, as all of the clothing items they sell can be used to hold your weapons/ammunition as well.

Weaponsmiths = Sell weapons.
Armorsmiths = Sell armor.
Vests = Armor

If you're going to single out police,civilian, military and spec ops vests to Weaponsmiths you might as well add the rest of the Armorsmith clothing items to Weaponsmiths.
