That wouldn't work. If there were multiple cities, even if all of them were the same size/layout, players would all gravitate towards one, thus making the others ghost towns. Just look at Williston on #13. No one lives there, it's useless, because Alberton exists. And most people will usually go to places like Charlottetown if they can't get a house in Alberton, or make a base themselves.
