Second, they control the police in the city

Interesting only there is no military role and I didn't mention military to do with PANDAHUT but real life? and also you must buy one instead of new players joining, choosing bandit after 30mins and shooting people with a kryzkarek

In other words, you should have proper licenses for certain Class 1 guns, you cannot get licenses for class 2 guns or 3, if you are caught with grenades and you're not in military it's considered a terrorist move and you will probably be shot, you must value your life at all times, if there is a gun pointed on you when you do not have one out and you pull one back you're not valuing your life, the balance should be 50/50 being that %75 of the population are criminals, %35 are police, the econ shouldn't given from mayor should not ALL go into the police econ, but it should be put into civilians and both organisations, you should have the right to sue someone if they have done something terribly wrong and deserve to pay for it, you should follow the laws to make the RP more realistic, this being stop carrying around class 2 guns unless you're swat, military, or a terrorist or mafia

I can agree to some extent such as the fear RP aspect but what you're recommending is very hard to implement and could be very chaotic. We already have a lack of staff on the server and implementing this could cause a lot of unneeded rule breaking. For example, if someone had a grenade out and the officer was allowed to shoot, they could accidentally shoot or kill a civilian in the crossfire. Not to mention that there are more roles than just law enforcing and criminal laws; Also your math is off its 75% and 25% 75 + 35 is 110. Now onto the sueing aspect, of course this would be nice if it was implemented but it is a very complicated process and the lawyer role was rarely used when it was added.

Also maybe some would have a standard bluntforce on their back. SWAT would carry a UMP45 and a M4A1. However they would only use the maple strike in serious threats. Otherwise they would use the empire. Civilians would have a standard pistol on there primary slot really.

So really any role that isn't police carrying a non pistol gun should be arrested
