New Police System!

MY SUGGESTION TO FIX THE ROLE OF BEING POLICE.
Feel free to comment/like/dislike this idea. But this idea works in Arma RP.
We need to change the Police!
If we want more police and better roleplay in the police, i think we need to do a change. I am experienced with the following method of controlling a policeforce from being a Police Commissioner in Arma 3. And i think it will work on Pandahut too.
Why change the ranking system?
There is NO leadership. There is NO communication. There is NO direction for the police.
IF this new system gets approved and is gonna be tested, their will be 2 mayors, 2 commissioners and 2 sheriffs to lead the police. They are gonna do weekly meetings, with the officers and we are gonna educate officers from scratch. The votesystem will be removed (in my opinion) - BECAUSE you can be very popular but that dosen't mean you are a good high ranking policeofficer, so their should be experienced Policeleaders in the top to promote people. Just like real life.
- Pandahut needs to ask themselfs. "Do we want the current "fun" police? Or do we want a serious police?"
Things we need to do the police-role more interesting:
- Having weekly meeting
This will show the National Police Leaders who is active & are dedicated. The most dedicated and most active officers will be promoted. AND YES! This means the "vote to promote" system will be removed.
This will give the National Police Leaders, a opportunity every week to promote the best officers, and update people about what we need to do better, and what we can fix.
-Having professional SWAT team
The National Police will make a professional SWAT team of MVP+ donors. They will appoint a SWAT leader, who will do training, meetings and more. This will create an extra achievement for the normal RCMP's because they want to be the cool SWAT guys. (this will also make more RCMP's to buy MVP+)
Officers are leaving/having "breaks" to become bandit because its getting boring.
- We need to change this.
There is no structure/police administration. This makes the police very difficult to be in, with no real commanding officers. We need a official National police commissioner with a official RP Police group.
- Whitelist cops. People needs to send a application on forum, then they need to get accepted by a Police commissioner.
This will get more dedicated officers, that are willing to fight for a rank.
- Create a policeleader administration team of the best policeofficers in the Pandahut community.
I think we need a national police leader of #10 and #13, to create a structured policeforce. This will make the policeforces to work together & create a stronger police together!
- Create a new rank structure internally in the policeforce. (We do not need to make a new kit, etc in game. Just the title!)
The leadership of the national police will be lead by 3 persons:
1.National Police Commissioner: This rank will only be for one person, he will lead the police administration on 10# and 13#. They will promote/demote people and be commanding officer in game and in meeting etc. He will accept/deny officers. (Appointed by RP admins.)
2. National Police Deputy Commissioner: This rank will be the same as the comm. -> Just the assistant. (this person will be appointed by the commissioner.) -
3.National Police Captain: Appointed Captain of the commissioners. He will help the commissioners to lead and adminstrate the police on both servers, to create better police & rp.
I am ready to help Pandahut Police/RCMP community. But i want to hear your opinion. Do we want better police RP and administration? Or is unwhitelisted and unstructured cops better? What do the community think?
