Add npc's for 13!

I guess this is a suggestion Stan. :)
Please fill out it more detailed if you want the higher ups to take this more seriously :)

Ok Maybe add certain NPCs in certain places e.g.

Drug dealer in a shed hidden away

Chef in a diner
Etc

But why tho i mean they give you reputations which is nlt that important and you juy stuff from them with xp which donors get with a kit

I believe a questing system would work better, and the requirements are items that cant be bought (e.g. White paint)

Npc's are useless. What would an NPC even do? Let you buy guns? There goes the weapon smith role.
