There's a 10% chance that on any kills done that the killer will have a 2,000 bamboo hit issued on them by the state! Careful on who you kill!

Maybe the chance increases with every person you kill (with a hit on them). Say you kill a dude with a hit, you have a 10% for prosecution, but every person you kill adds 10% onto that chance to get a 2k hit on you. Say you kill one guy, 10% chance. You kill another, after you kill him a 20% chance. Say you find another guy with a hit, you kill him. now it's a 30% chance. And on and on, until you get prosecuted by the state. And maybe you lose 10% every 2-4 hours (?), or if you get the 2k hit on you, or killed by the guy with a hit, then it resets. These are just some random ideas I threw up, feel free to suggest any changes!
