I like the idea but I think thats too many new ranks. I believe one or two of those could be cool. Then the hierarchy could change to something like:
Police Captain
Police Deputy - SWAT Deputy
SWAT Commander
Police Chief

I think SWAT should have their own hierarchy . But just a few new roles, let's not get too crazy here.

In real life, RCMP has power over there SWAT team, but in reality, in raids, who leads? The SWAT Commander. That is why we need it.
