+1 I agree with Deputy Keller. And the idea that only deputies and cpatains can issue kill warrants reduce potensial abuse of this system. Also the criminals have hitmens, why shouldn't cops be able to "hit" back with kill warrants?

When a criminal turns themself in, they should have some type of protective custody as another police officer may just kill them due to lack of communication. Even if they were to announce that they wanted to turn themself in, in the chat, some officers may be too caught up in roleplay to pay attention to the chat.

However a kill warrant should only be used when the person has either killed 3 officers or more during an arrest or he's in a bandit group and the arrest failed because of that ( 3 or more officers would have to be killed during that arrest ) so there wouldn't be a lot of abusing because it would basically be a /hit but there are a lot more hitmen and the target can't defend himself unless the officer shoots first.
The captain/deputy shouldn't be able to kill the player they used /warrant on
