I wanted to suggest this long before. This role is the one who handles a particular role play server whenever the mayor is gone. It is like the mayors 2nd hand. He can take orders of cops. Also have the privileges of the mayor but the mayor gives his orders to him as well.

if i am elected mayor, i will sort of have this implemented. i will hire assistants such as chiefs of staff as well as develop ministries so that the citizens may contact the mayor's office directly. If there is enough support for the actual role 'vice mayor', i will make a poll and consult with RP-admins to implement it!

This is not really like an assistant. Its more of a role that when the mayor is gone, he will be in charge of the server which he got elected.

I can understand about the police force thing but what about if the mayor is gone? Its not only the police which is controlled by the mayor. Once again, this is a role that replaces the mayor when gone. He can also provide some building or decoration to the cities. Its quite different to the police captain.
