Players do not take police tickets seriously. I think we should make it so if a player does not pay a ticket in 2 days, the ticket doubles from the original amount. If he doesnt pay it in 2 more days, he can get arrested on sight for "Avoiding Pay"

if the player sees his ticket bill get bigger, i doubt he will get more serious about it
