A post like this had already been made by Tracy. Every town other than Alberton is a ghost town. If you come across someone outside Alberton, either he/she is a patrolling officer, or someone who is building a base off the town. So, I had a few suggestions to Duke as he is the new Mayor.

1. In one of the manifestos, it is said there is going to be constant electricity in the towns. The project could be implemented on any of the towns other than Alberton at first. This way people would become more interested in living off Alberton.

2. Dividing the towns into functional zones, like Residential zone, commercial zone etc. As, Alberton is almost at the the middle of the map and got a port, it could serve as the commercial zone. And the other could be residentials. People wouldn't be let trade openly in the residential zones. And making a base for living in commercial zone could be prohibited by limiting the structures they can build around the zone, like, 2 lockers max instead of 50 lockers. The Ministry of Building(Orange's department) could take care of things here. These could clear the clutter and reduce lag.

3. Following number 2, the buildings could be provided with holding number. One town would have a limited number of houses, and the houses would have their holding numbers. Exceeding the population capacity, new comers would be moved to the other towns. Pandahut has always found new players joining the server. So, filling the towns shouldn't be a problem.

4. Following number 3, the members of law enforcement of that particular zone could provide the holding numbers. This would reduce the hassle for the ministry. And also it could specify a building that is being raided and take necessary steps to prevent it. For example, house/base number 6 in Charlotte town is being raided by BillyTheBandit, instead of base beside the fast-food in Charlotte town.

These are just suggestions. The decisions are always up to the Admin, Moderator, the Mayor. The changes could be made from the next wipe.

Thank you!

Some of your ideas are easy to implement and this will happen.
The part about residential zones and commercial zones sounds a good idea mate but it would be nearly impossible to implement!
Regarding police rest assure i am working to ensure a Secure Future for P.E.I. and i have recently funded the PSD 150k.

Alberton should be populated. Every other town SHOULD be a ghost town. That way the server can be social. If 24 people were split up the server would feel very lonely. -1 for that part.

Will you ever +1 something?
Anyway, spreading players over the already small map is good.

Possible RP Situation; Oh I need some ammo for my grizzly. Oh wait! Their is a weaponsmith shop in (place). Let's head over to their!

I will +1 good ideas

The map is quite big since it's PEI large. I personally do not like playing on dead feeing servers. The reason why I love Pandahut is because everyone is in Alberton. If players branched off into differnt cities on the map Alberton would feel lonely and would drive more players away due to the lower amounts of interactions beetween players.

You put some sort of example. Here's my way of seeing it.

Oh I need a weaponsmith! "Types in chat"

Weaponsmith: Im at the Post Office

Great he's right over there!

For everyone that thinks I -1 everything I don't! I just -1 ideas I think are silly and there are a lot of silly ideas.

I agree with ACerealBowl, start off with a single point. No width, no height, just a point. This is a one-dimensional construct,

So how do we get from this to two dimensions? One easy step: extend the point outward, in both directions. Congratulations, you now have a line. This is a one-dimensional plane, and it includes every possible one-dimensional point. It has infinite length, but no width or height.

Then we take that line and expand it outward in all directions to infinity. What do we have now? A two-dimensional plane, or a square. It contains every possible line, or in other words, every possible one-dimensional plane. It has length and width, but no height.

Take the square and extend it upwards and downwards to infinity and you have a three-dimensional plane with length, width, and height. This contains every single possible instance of the second dimension.

This is when it starts to get interesting. Since the fourth dimension is timelike, not spacelike, we take our three-dimensional plane and extend it out infinitely backwards and forwards across time. This four-dimensional construct contains every single state of our three-dimensional plane at every single point in the timeline, past or future, and it's called a world line.

Then we take our worldline and stretch it across every possible progression of time. This new five-dimensional construct holds every possible world line, which means it holds every possible instance of this three-dimensional object in any timeline.

You get the idea. You can go on and on, all the way up to the tenth dimension, just by extrapolating outward upon the previous dimension this forth explaining why your point my sir is a very bad suggestion.
