Astro made a suggestion to allow captains to +3 a while back.
Most of the negative responses to that said that it would mean the mayor would have the same amount of power as them, if not less.
I am suggesting that we allow captains to +2 allowing them to give more votes, without being the same power as a mayor.

This would be a pretty cool idea as usually the mayor isn't on enough to see how police do and only +3 their friends, it'd be nice to be able to see someone give extra votes for a proper reason instead of past alliances.

If all votes should be equal then mayors should only be able to +1

I don’t really care if Captains can +2 or not but it does seem like a reasonable idea.

Mayors are ABOVE captains. No need to give captains permissions to +3/+2 applications.

Indeed mayors are above captains. But mayors can +3 applications and what's being suggested is to allow captains to +2 police applications. Captains will still be below mayors but above normal players.
