NEW RULE TO ALLOW MUSIC SPAM

[ add poll with choices being 1.) music spam allowed anywhere 2.) Music spam allowed inside bases only 3.) no music spam at all ]
Add a rule where regulated music spam is allowed. Would be useful for stages, parties, events, clubs, street performances, ect...
RULES:
1.) All music must not have any offensive lyrics (will result in ban)
2.) Players must listen to mods/admins if they tell the player to turn off the music (can result in warning or small ban if the music is not stopped or if the player is caught continuing the music after the mod/admin leaves)
3.) Players can use the warning system to tell players to stop playing music and may call a mod/admin if they reach warning 3 and still don't stop. (can result in warning or small ban if the music is not stopped or if the player is caught continuing the music after the mod/admin leaves)
