Remove, or change settings on, PSD-HQ in RP13

As you can see in the next two images, PSD-HQ is being used solely as someone's indestructible bed, and is not a "no build" zone, so anyone can abuse it.

Well placing a bed in a region like that is not allowed in the rules, and will end in a punishment for the owner. I will punish the owner when I get on later today, and contact an admin to help remove it.
