The difference between a base police/RCMP kit, and a VIP police/rcmp kit set is huge.
The main issue, in my opinion, is the donor's ability to get a kit every 20 minutes.

I feel that base police should get one or two additional kits. Here are my suggestions:

"PoliceBasicSniper" - 90 minute cooldown
1 Hawkhound
3 Hawkhound Magazine
1 Police top (Or deputy sheriff's office uniform)
1 Police bottom (Unless receiving uniform)
1 Police Hat
1 Handcuffs
1 Handcuffs Key

"PoliceBasicSMG" - 90 minute cooldown
1 Viper
3 Viper Magazine
1 Police top (Or deputy sheriff's office uniform)
1 Police bottom (Unless receiving uniform)
1 Police Hat
1 Handcuffs
1 Handcuffs Key

This will bring base police/rcmp to be able to get 7 kits every 3 hours (as opposed to a donor police officer's 9)


Furthermore, I would like to suggest that SWAT officers have a 60 minute cool down kit that consists only of their uniform, so that if they can supply their own guns, cuffs, etc. they can go back to duty with a less than 1 hour cool down.
