I think that there should be some form a "safezone" on the maps. Either convert a small town or make a small town with buildables where players can't be killed or raided and sell/rent houses and such at high prices since it cant be raided. This would promote people to open real physical shops in an area and make a nice protected area where raiding is off. Crime could still be on, but make it so that the Police/Law Enforcement has a main station there so it is well protected when there are those people on. I suggest this because I have played in the past, and not great at PvP so me defending myself against 2-6 raiders is impossible. I think that robbers could still "rob" the shops just like robbing a bank. It would be more risky, but the person should have to be on and in the store. Also the Police would be able to respond quicker to the robbery. Obviously there probably would have to be rules specific to this zone but I think it is a good idea to atleast try out. Please let me know what you think!

can be abused as in someone making a megabase and hogging the safe-zone to not be raided. high chance of it being used for non-rp situations.

This will almost never be used for RP situations, and as aren said, far too easy to manipulate. I'm afraid a big -1 from me.

I was referring to the server making and renting the houses/apartments. Obviously it would easily be abused otherwise. They would build out their building, just take what was rented and fill inside.

This sounds like semi-rp. They should really just make a semi-rp with safezones with shops like you are saying and pvp outside.
