We have much roles, but we dont have the Role Pilot! The Role can buy every Plane (Except Jets and etc.). Its like the Uber driver and Mechanic in one. U could get a simple Plane if you use your Kit, gear and a little weapon, gas.... Everything for a Plane. I never see someone with Planes or Helis. Why no Pilot rank?
You could (but u dont need to make it) a Vehicle License. For Planes and etc. But only if People want/need it in to be in PH.

Reasons why its needed / useless.

Needed:

-More ppl will have Planes and will drive others like Uber-Driver.

-The Airports will get used more.

-There are Mods for Pilot Suits and other Stuff. Easy to add this on servers.

-People love Flying, but cant afford a Plane. If he just gets one Cheap, its good.

Useless:

-Much ppl cant fly, thats why we COULD add a PlaneLicense.

-You can get too Easy a Plane. But the Kit needs longer to use/load again.

-People might use Citys to Start/End Flying.

Could take into consider, but there's this one point I think we could do is not to get the plane from the kit but buying it. After people buying it obviously some of them will sell it to someone else with higher price but we might could put a new way like what you said, license, if the police officers see a person is having a plane/heli, we could check if they have license for that or not.

The only plane that'd make sense to fit your description of an "air-uber" would be an Annushka (sort of paratrooper plane). A sandpiper could only fit 2 people, an otter can fit the same, a fighter jet is a single seater. Helicopters could work (besides hind)

We do need more people flying around...... Mvp or higher role though....
