I feel like there should be a rule that ANY OUTLAWS should be able to kill a police officer arresting another outlaw, as long as BOTH ARE IN A GROUP TOGETHER. Meaning players CANNOT walk up to the player being arrested, tell them to accept their group invite, and kill the cop. The 2 players must be in a group together PRIOR to the arrest. Prior meaning BEFORE.

I said group because i realize many police officers would -1 it due to the mass amount of hitmen, kidnappers, and drug lords on at the time while arresting one, and it'd be a pain in the butt.
