Maybe permanent licenses for the perm weapons on roleplay servers when you purchase a rank,

Permanent weapons are weapon kits you get on pvp servers. Ex i have /kit devilsbane and /kit matamorez

He means he wants a perm license for his maplestrike or something.
If you are police you get perm licenses but not for any other role

I believe a weaponsmith also gets permanent license.

Weaponsmith is the only role that gets perm licenses on all guns. All other roles besides outlaws like hitman, druglord, kidnapper, and bandit have licenses on the guns that come with their kits. (Ex, SWAT gets an auto license on the maplestrike that comes with the kit, normal police gets a licnse on the cobra, armorsmith gets license on the deagle etc etc)
