change 'mayor' to governor and minister respectively

theres no such thing as mayor of washington it should be governor of washington to make it really rp and minister of PEI since it is an island.
a mayor is a represenantive of a small town not a collection of towns, an island or a state.
this would be a minor change to improve the rp
