Rule change on RP

Look, could you please consider fudging making it so we can kill warned runners? Its impossible to arrest, everyone just runs to a house and I can't shoot a runner- I have to wait like 3 warnings by that time they are gone. Come on being RCMP is impossible

+1 needs to be a rule like (cant go 15m away from where you were standing when you were arrested)
