In my point of view, building structures should be disabled in alberton, due a lot of people complaining about lag and Alberton was so smooth after the wipe then a week ago the lag started and random game freeze, i play quite a lot and people are always complaining about it, so i believe that alberton is the most popular city in #13 so people are always there so removing structures won't be a problem

Why?
My computer is a literal potato, and it runs it fine. Sure, some people may experience the lag, but it's their choice. The lag will still be there. Players will move to other towns, which would make those more popular, and then people will start to complain about lag, therefore making a cycle.
