Re-work police base protection.

As it stands, many players are frustrated about police regions.
Often this is in relation to not being able to raid a police base out of spite, which I feel shouldn't occur, but I do feel that more complex arrest RPs should be possible. My issues with things as they are are as follows:
-Sentries INSIDE cells are unreasonable. Sentries act as a sort of representative for a guard that noone is playing (no real jail uses autonomous weapons platforms) and there wouldn't be an armed guard in a cell all throughout a jail sentence.
-More sentries than officers inside a given station is excessive: Every police force has limited resources.
-Organizes and powerful bandit groups can't break each other out of jail by force.
I hope to fix these by doing the following:
+Ban use of sentries inside jail cells.
+Limit sentries in a police station to 3.
+Reduce police regions to an area only encompassing a sign that states the base may not be raided except by bandits while rescuing an arrested bandit.
This will:

Prevent spite-raiding of police forces.

Allow police reasonable sentry backup, while keeping things realistic.

Allow more involved and interesting police/bandit interactions.

+1 Adds a RP situation, there are Riots in real life. If citizens repel against the PSD it could cause a Special Riot Control, arrest rioter situation.
I believe that this could be a Awesome RP moment, seeing and helping the PSD defend against the Frenzied Citizens, if they dislike the current mayor, riot and or Protest. This could actually be a cool RP moment

If its possible, maybe add a new command. /breakout. this commands allows you to break people out of prison, when used, the region of the request place, (/breakout PSD, SSPF, PPD, ETC) is taken down for the time being, kinda like a raid, but would need alot of coding and work

I agree with the sentries inside the cells being taken out, but I don’t agree with bandits being able to raid their buddies out. Please note, that I am for bandits being able to raid their buddies out of jail but not in the way you explained it. The reason being is the station would get false raided all the time, and people will not listen to signs and /raid it anyways as people don’t always follow rules. If there is a way to stop false raids and people not following the rules, then I am for the breakout raid you said. Maybe use mellons idea with the /breakout

I remember that when Matt and I were running the Charlottetown police station, this was annoying.
Klockmann, can you make banging on jail cell doors a kill warrantable offence?

Rather to kill warranting, ticketable since tickets are annoying as fuck and if they don't pay it they have 2 Arrestible offences which will probably make it a Kill warranting offence
