Cars should be rare no one should be able to buy them and could only find them

Sorry, but are you stupid? If this happened, basically no one would have vehicles. There's a certain cap imposed by the game on how many can be naturally spawned. If this were to happen, good luck finding a car.

In real life, you don't find your cars, you buy them from a Dealership / Mechanic / Used Car Salesman. Making this a thing would basically remove common sense from RP.
