Re-work the new RP10 building code

I would like to present the following problems:
+The building code is enforceable by non-staff ranked police. This means that police chiefs can nuke bases for being too close to other bases.
+The building code does not specify if the three unit away rule applies to premade/map bases or not.
+The "law" is enforced by both staff and police, which doesn't really make sense.
+500m is an excessive distance, and is so large that it's impossible to measure without a rangefinder.
+The RP10 laws still say that they haven't been updated at all this year: "#10 NEW MAYOR LAWS (UPDATED 15/12/2017)"
+If two players build too close, how do you decide who to clear? Do you nuke both bases?
I would like to suggest:
*Only allowing staff to enforce the rule, considering that we don't even trust police to clear roads, and shouldn't trust them to clear bases.
*Specify that the code is referring only to PLAYER BUILT bases, and you're free to use or build within 3 squares of premade bases (else you just can't build in Seattle)
*Moving the rule to the rules, not the laws, because this IS a rule. Laws are things that bandits get to break and fight with the police over. If staff are enforcing it, it's a rule.
*Establishing a system through forums to have record of the build time and location of your base.
