Now here's the thing: some arrests go over 5 minutes (especially when they insisted that the car was 'floating' and couldn't get in). Pretty much all kidnaps go over 5 minutes. Robberies are the only 1 that this would actually work on.
And for the second one, I thought you could still give warnings.
