So I’m sure that everyone has ran in to plenty of incidents where there was a miss understanding of a rule or rules not being clear enough for a certain situation. I am proposing to spend my time rewriting rules to fix these problems. I just need everyone’s opinion on if I should do this in the first place and If yes, what should I work on improving.

I mean, I don't know who would be best to re-write the rules BUT WE NEED A RE-WRITE EITHER WAY.
If not to fix things, than at the very least to make things clear as to how they are - like how a Kidnapper simultaneously can order their hostage to do anything and kill if disobeyed after 3 warnings, and also can't kill their hostage unless they run or try to retaliate.
