Adjust FearRP rules, remove them, or actually enforce them

As it stands FearRP is blatantly ignored, except in the case of literal suicide.
The actual described issue on the site is ignored.
I propose:
a) Enforcing FearRP
b)removing FearRP
c) adjusting fearRP to state that you shouldn't do things if you're almost certain you'll die as a result, which allows for some amount of tolerance without abolishing the rule completely.
The claim that fearRP is :highly enforced" is a disgrace.

agreed, has caused issues in some cases.
