Judge changes

Maybe make the judge role a global server rank (they can choose) and maybe temporarily lower the amount of votes they need. We really need this to be worked out.

As it stands, it is impossible for a player to become a judge, as "The Judge role can only be obtained by players who have proven themselves as reputable Lawyers.".
There are no judges to allow a Lawyer to prove themselves, sooo....

You just run around the FBI and if an officer breaks a law or does something unacceptable he can say something about it. BAM. You have proven yourself
PS. instead of the admins letting some police captains take a break and give them the opportunity to temporarily change roles to judge they just straight up remove it. What a shame. Sad how the current admins aren't able to workout something good..
