I think that ranks that can raid, bandits/drug lord/kidnapper etc. Should be able to hold a hostage during a raid if there are police trying to break in or counter. I think it would make the rp situation more fun and exciting than regular raids. Taking hostages would be rare because usually the house owner isn't on or no one is around, but when there is a crowd it would be extremely fun to have hostages.

What about if kidnappers could do this mass hostage taking only, since it's in their name. Would the hostages be able to defend themselves? Could they just TP? It seems a bit complicated (impossible to know if someone was being held hostage, they could just say no) and giving them /kidnap based on whether there's a raid would be too complicated. You could actually do this already however, but it wouldn't be considered an RP event, you could order someone within raidzone to stay (they could just TP but anyways) and if they moved you'd shoot them, then you could say to the cops that if they try you'll kill the hostage (but nothing enforces this and any raider could just shoot the hostage). It's not really necessary tbh.
