Police Guide!

Ranks and their Duties:
Besides the already standing RP Rules
Chiefs and Deputies call for the search of a players home when through the laws, the opportunity comes.
Captains are self-explanatory.


IF THERE ARE NO OFFICERS OF RANK ON THE SERVER DO NOT ASSUME YOU CAN CARRY OUT THEIR DUTIES!!
Remember, only Police Captains may call a police raid.
player searches and player home searches are fair, same goes for impersonations whilst officers. (until a change is made in the rules)


Clothing: Must wear the whole outfit provided by your kit unless Role-playing as an undercover officer.
Coalition gear is the uniform for Officers of rank, NOT regular Officers or SWAT.
Going Undercover: (MAINTAIN RP PLEASE)

Before acting upon anything, permissions must be asked through the radio to higher ranking officers if they are any on. (Roleplay!!!!)
Police must call over the radio an arrest before it’s made so other police may assist, and also for the RP aspect of Police.

Chiefs and higher can give other officers warrants to search a base. (Searching IS NOT RAIDING)

Searching/Stripping of a NON-ARRESTED player:
Player can refuse, if he does simply arrest them for non-compliance (Pandahut RP has no constitution so go ahead and infringe on their non-existent rights).
If arrested for non-compliance, take the player to a proper facility.
If they comply with your request, go somewhere private to avoid “Vultures” from stealing items.
Do /checkplayer now.
If illegals are found, arrest and take the player to the proper facility.


Searching/Stripping an ARRESTED player:
Player must already be arrested and taken to a proper facility in order to process.
Stripping/Searching a player in the open can cause "vultures" to steal items.
Player must at-least be in a holding cell in order to be stripped/searched.

Searching a base: THIS IS NOT A RAID
Recommended 3 officer's, 2 for back-up, 1 to actively search the base.
Searching does not mean breaking and entering, destroying lockers or storage units.
Weapons away, remember the fact that there could be sentries.
Owner of base MUST be online
Officers go in, look around, peek into accessible storage, look for farms, illegal weapon caches, etc.
If the owner refuses to open a locked door, constitutes as reason for raid, evidence must be able to be provided.
If a player refuses for his base to be searched, constitutes as reason to Police Raid-(Go to a Captain)(Roleplay man!!!)

Police and Kidnappers:
DO NOT CALL RESCUE RIGHT AWAY, you’re an officer of the law, act the part. (Roleplay, act it out)
Check with higher ranking officers about procedures, or organize yourselves as a unit before negotiation/rescue.
Develop tactics and carry them out. Employing the use of heavy Weapons in order to break into or breach windows/doors is allowed.
MUST Advise and TELL civilians to back away from the kidnapping situation.
If possible, form a perimeter around the location of the kidnapping in order to provide cover and safety for bystanders and yourselves. (This does not mean spawn in vehicles to block the road, simply form a perimeter)
(recommended to, bc then they'll die in crossfire, call kos, etc...and then a simple kidnapping situation turned into an incorrect mod sit RUINING RP!!)

Police Raid:
When evidence of illegal activity is provided to a Captain, The Captain then gives the order.

1. When calling a Police Raid you must state in the description that it is a Police Raid (Example: ./raid "Police Raid: Seattle FireStation - Berries"). This is let all players know that it is a Police Raid not just a random raid. ONLY Police Captains may call a Police Raid.

2. Officers who wish to assist in the raid MUST type in WORLD CHAT - "Police Raid Assist (Captains Name). This is to allow all players to know who exactly is raiding.

3. During the 2 Minute Raid countdown the Police Captain MUST type in WORLD CHAT 3 warnings to allow all civilians to move away from the Raid. (Example: "All civilians move away from the Raid or you could die by crossfire, warning !"). As it is a Police Raid their main focus is to Kill the owner(s) of the base not random civilians like a Bandit Raid, the 3 warnings allow all civilians to know that it is a Police Raid and gives them a chance to move away, if any players are in the RaidZone then they are counted as legit RaidZone kills even if they are not the base Owner(s).

4. Police raiders are strictly NOT allowed to use any type of explosives when trying to destroy the base, if any Police Officer is found using explosives their Police Rank will be removed. Police arrest players for having explosives and using explosives so obviously, they shouldn't be allowed to use them either. (However, grenades/flash-bangs are allowed when used to kill in a raid that won’t put civilians at risk)

5. (All raids allow the Police to self-defend themselves if under-fire by the base owner(s)
The sole purpose of a Police Raid is to either Remove Illegal Items or kill the base owner(s), This depends on what the reason for Raiding is.
Berry Raiding (Proof Needed): Destruction of Illegal Items. (Including any storage inside the base)
Other Illegal Items (Proof Needed): (Such as Explosives, illegal weapons, police clothing): Destruction of Illegal Items (Including any storage inside the base)
Failure to Agree to a Search: Destruction of Illegal items (Including any storage inside the base), Ability to KOS the base owner(s) on sight during the raid.
5.01. SPECIAL CONSIDERATIONS THAT DO NOT REQUIRE A /RAID
Robbing: Robbing must take place inside the base that is going to be broken into): Destroy entrances to the base and KOS the Robber(s). You are not allowed to break storage during this scenario.
Running inside of a base during an Arrest: Destroy entrances to the base and KOS the Arrestee(s). You’re are not allowed to break storage during this scenario.

6. After a Police Raid has finished all assist officers MUST type in chat "Raidover". (Since they cannot do the command they just have to type it).

Fines:

BEFORE YOU FINE A PLAYER WARN THEM OF THE "LAW" THEY BROKE!!! (Give 5 minutes till next action)
Speeding in towns/cities: 300
Speeding outside towns/cities: 200
Reckless driving: 250
Trespassing after being warned (player is warned for a second/third set): 200
Selling Wares without a shop: 200
Randomly discharging your weapon: 200
Having Weapon out (w/safety off if a gun): 200
Unlicensed weapons (not 200 per weapon): 200

Jail Times:
Refusal to pay fine: 5 min
Not selling your wares from a shop after being fined (7 minutes) - e.g. Weaponsmith selling his wares in the streets of Seattle.
Murder {legit kill not KOS} (15 mins jail time)
Kidnapping a player (after calling kidnapover) (10 mins jail time) (Kidnappers who assist will also be given the same jail-time bc reasons)
Robbing a player (10 mins jail time)
Placing a hit (5 mins jail time)
Pursuing a hit (10 mins jail time) adds on with murder so hit-man kills hit = 25 minutes of jail-time
Raiding (15 mins jail time) adds on time with murder. for example, raiding and killed 3 men = 60 minutes 1 hr of jail time.
Assisting in a jail break out (10 mins jail time)
Randomly discharging your weapon with no purpose or reason after being fined (5 mins jail time)
Having a weapon out (NOT ON SAFETY when a gun) in the RP town after being fined (5 mins jail time)
Kidnapping the Mayor (20 mins jail time)
Threatening players in any way (5 mins jail time)
(If Crim says that they are going to hurt another player with an illegal item then you have warrant for arrest + search)

If a Civilian does not cooperate by refusing to leave the scene of a kidnapping, arrest for obstruction (5 minutes)
Illegals: Confiscate using /garbage
Berries & Glue: 2 minute per (base SEARCH warrant available) - see a Chief+ for a warrant to search the base.
Berry Pie: 4 minutes per (base SEARCH warrant available) - see a Chief+ for a warrant to search the base.
Selling of Berries: 5 minutes + how many berries the dealer has. (Search person - base warrant available)- see a Chief+ for a warrant to search the base.
Use of Berries/Glue: 2 minute. (Search person) (Check above list) - base warrant available)- see a Chief+ for a warrant to search the base.
Military Knives: 1 minutes per (Search person) (Check above list) - base warrant available)- see a Chief+ for a warrant to search the base.
Explosives & Rails: 3 minutes per (Not an RPG or Rail-gun) (base SEARCH warrant available) - see a Chief+ for a warrant to search the base.
Unlicensed guns 3 minutes (DO /GARBAGE AT END OF ARREST)
(If the player wants to buy back and license it then its 500 bamboo per weapon. (base SEARCH warrant available) - see a Chief+ for a warrant to search the base)
Gun Running (having 5 or more unlicensed weapons) 15 min

FOR PLAYERS WITH UNLICENSED WEAPONS
First encounter: warn them and tell them of the license shop, advise to have them be licensed.
Second encounter: Fine them for 200 unlicensed weapons (not 200 per weapon)
Third encounter: Arrest the player for having an unlicensed weapon 3 mins

WARN FOR IMPERSONATIONS GIVE 5 MINUTES FOR PLAYER TO CHANGE!!

Impersonating an officer (wearing 2 or more pieces of police outfit): 8 minutes. (search person with permission granted by ranked officer)
Stolen police vehicle: 5 minutes for car/boat 10 minutes for Heli. (repossession of police car or blow it up)
Stolen Vehicle: 5 minutes for a boat/car, 10 minutes for aircraft, 10 minutes for an APC, Armed Vehicle (Tank and Hind) 15 minutes (Police blow up the Vehicle)
Armed Vehicles are STRICTLY PROHIBITED (even for cops)
Stealing: 5 minutes. (Search person) WEAPONSMITHS PLEASE USE THE /SELL COMMAND!!!
Police disrespect: 4 minutes.
Attempt break-out: 10 minutes added.
Break-out: 15 minutes added to the arrest from which they broke out of.
(Search person) this means the player has left the prison altogether and you have lost sight of the player (call arrestover when lost sight)
Officer kill: 10 minutes per officer killed. Time starts all over when jailed.

Bail:

WASHINGTON STATE LAWS DECIDED BY THE MAYOR, THESE ARE JUST PLACEHOLDERS WHEN THERE IS NO MAYOR OR JUDGE.

100 bamboo every minute e.g. 7 minutes in jail 700 bail. Max bail is 30000, even if time exceeds an hour.
Once imprisoned IF the criminal is to be stripped/searched, all non-illegal items are to be returned to the player.
Meaning take all weapons/illegals, illegals are to be taken (time added).Licensed weapons are to be returned after /arrestover.

THE BAIL IS TO BE DIVIDED UP IN TWO WAYS
Either paid to the Commanding officer for distribution, or split up among those who called the arrest.

Best way to securely and safely arrest a player and carry out processing of said player.

3 Arresting officers call arrest.
1st warning to follow instructions/hands up arrest in global chat (can be said by any of the three officers).

Cuffs DIRECTLY after.

Immediate transport to station.

Officer who cuffed + Extra go and bring Crim to jail cell.

Remaining officer watches the main entrance/station.

Officers in Cell, one checks the player for any and all weapons.

Prisoner drops ALL weapons. If the arrest is for unlicensed weapons, have a strip search as well. (Crim IS STILL CUFFED)

After all illegal items and weapons are taken by the CUFFER. The Officer who cuffed the Crim will uncuff crim.

Extra Officer will have his weapon trained on the Crim.

Have the Crim EAT after collecting illegal items and crim picks up own legal items. (NO WEAPONS ALLOWED ON CRIM)

Hands up, Cuff the Crim.

NOW you calculate the time. Calculate Bail using the guide.

Start the time, Extra officer goes outside to where the third officer was and they both guard the Crim/Station/Area.

THE OFFICER WHO CUFFED THE CRIM stays in Jail cell with the Crim, and watches the Crim for attempt escapes, communications, etc.
This officer may leave the jail cell of-course if the time for the Crim is more than 5 minutes, and they may patrol the station/area together.
ANY AND ALL JAIL CELLS MUST BE DESTRUCTIBLE SO BANDITS CAN BREAK OTHER BANDITS OUT

If you are an officer of rank and another officer disobeys a direct order, pm a mod reporting the player, mod will then investigate. and punish if the fail rp or incorrect cop persists. Remember, keep the RP flowing.
Now if an officer is obviously acting corruptly, take the in-game actions as officers of the law and carry out the law. I believe that an officer has 1 strike, they can get arrested once. After that one time, if they commit another crime and are arrested for it, a staff member will strip them off their duties. PM a mod for this.

Tips and Tricks:
Always be in a pair to minimize casualties during a resisted arrest.
Never leave a cellmate alone.
Always keep doors closed in a prison or station to minimize unwanted foot traffic.
Obey your police hierarchy! They only want to help improve your time as a cop!
If person resisting arrest is shot and killed, their Total Earned Jail Time is reset.
Leaving someone cuffed after a search is seen as corrupt. So, make sure to unhandcuff.
Per last rule - NO ZIPTIES.
Ignore Police Baiting and report it to a mod as it is FAIL RP.
It is FAIL RP for the cellmate to teleport (in or out).
Never arrest someone within big groups.
Remember (WHEN IN CITIES/RP TOWNS) Bandits tend to act in groups, You WILL be SHOT if arresting another bandit alone. Arrest as a unit.
