  I don't know if this is demotable but said he was going to go raid. But I had to shortly after so I could never see if he actually raided. Also attempted to bribe me not to counter.

As it says under the application itself, only Mayors and Police Captains, Deputies and Chiefs can fill out Police Demotion Requests and demote players.
