As per the laws that were updated under mayor NBH, the inability for normal officers to wear higher ranking clothes no longer is valid.

(11) Being out of uniform without the express permission of a Captain or Deputy.(Three or more pieces of police clothing). All police may wear all forms of police clothing regardless of rank.

This means that even a low ranking officer wearing high ranking clothes is allowed.
