First of all, you cannot even file a demotion request because you are not a high ranking police officer as I have told you repeatedly in-game.
Second of all, the law does not mention a time period for impounding a car in the road. It does mention a 10 minute time period for cars on the sidewalk but none for those in the road. Therefore, it's rather simple to conclude that cars blocking the road may be impounded immediately. I have pasted the law into this comment for your convenience. Your vehicle violated section a, subsection 1 as your vehicle was indeed blocking a street. Next time, park on the side of the road ;/.

(a) Vehicles may be impounded only for the following reasons:
(1) A vehicle is blocking a street.
(2) A vehicle has been parked on the side of a street for over ten minutes.
(3) A vehicle was used as an accessory for an arrestable or warrantable offence.
(A) The vehicle may only be impounded after the arrest is over.
(5) A vehicle is prohibited (4 W.S. Code § 3).
