Actually "very" organized ranking due to the basic names and small amount of possible ranks.

-1 would be too hard to assess and way more people would apply for higher ranking, become a officer or something and then switch to a bandit because we'd have to make it easy to be aceepted

I like the idea, I think each mayor should appoint their own police commissioner after each election.

The mayor shouldn't appoint the commissioner because people like me have worked their whole PH career to get captain (spent 2 months). Also If the mayor is corrupt it brings down the whole police force entirely.
