A good idea though would be to make a npc bank with a lot of loot in it the bandits can raid and police could help.

If you fully read it, the mayor gets none of the money. They can only request money for special events or purposes, which has to be approved.

This is more for letting the mayor set taxes, and the Police Department running off those taxes.

The mayor could also request/get more money to special fun events, without having to pay for it out of his own pockets.
