Sooo, here are my suggestions:
Have snipers to (with target confirmation) drop robbers or raiders from the air.
Have rapid response officers to handle robberies:
Fly a plane low over the robbery, and have officers bail directly above it. If done correctly, fall damage will be very low, and you can insert officers into almost any situation.
Keep a Skycrane on hand - not just for moving illegally parked cars, but for assisting anyone who's car is stuck.
Buy lots of HMG ammo.
Buy even more HMG ammo.

All you need for infinite vehicles is Ragequit on your side; "You may spawn in vehicles, but please be discreet" ~Quote the Admin Rules something along those lines at least
