Restart system#115506

I think every Mayoral term the server should restart. This then gives every mayor a fresh plate to improve the server. I also think every time the server restarts the Mayors balance thing should be reset to 100k. If the mayor is re-elected for a second term a reset should NOT take place as they would want to add on to their creations.
