Ok, so I found this mod called "RP Licenses and Permits". Look it up you'll find it. If you add these to the server, it'll enhance by a lot. Anyways, I'll go through all the Permits/Licenses and how they'll work.
Weapon License - Could replace the Post Office shop, as to officers could ask to see the persons license, and if they do not have it on them, 5 minutes jail time. (1 license covers all the guns in invent)
Boating License - Allows the player to drive/own a boat, without it 5-10 minutes jail time
Driving License - Will allow officers to pull over a vehicle that's wreckless driving or some other illegals stuff, then asking for the license, if they don't have it, it's extra jail time, or something
Flying License - Allows the player to own/drive a vehicle. without it, 10 minutes + an extra 2 for each person in the plane because it's endangering their lives.
PERMITS - Allows the player to own a shop, without it, the shop will be closed down and condemed until the player owns one. plus 15 minutes jail time.
