These two could go into one with each other, I'm on my phone so when I'll get back I can edit this and put more detail into it.
When someone is arrested they are usually given a bail. As of now the bails are paid to the primary officer, and not the mayor. Since bails are monitored by the mayor, half of bails should go to the town's balance. This brings in more money for the mayor, which if they're good, gives them enough bamboo to make Washington / PEI safe.
I won't add /jailtime since it goes with /bail, so here's how it would work
When someone gets arrested the officer who arrested them would put /bail (arrested name) (reason for jailtime) (time in jail) (bail amount)
So for example
/bail Mushy "Disrespecting potatoes" 30 5000
This would put in chat
'Miku has arrested Mushy for Disrespecting potatoes for 30 minutes with a 5000 bail!'
To pay the bail you would do /bailpay (arrested name) in which it would say
'Dutchy has paid Mushys bail!!'
50% would go to the arresting officer while 50% would go to the town's balance

I've just now thought about it since it will give people a reason to be a cop, they get 50% of the bail, and if their good cops they can make alot of money from it

Also I made it 50% so cops have a reason to arrest. I disliked tickets because it gives the cop no money. This is also good for cops can do the command and call off the arrest.
I wouldn't want this to be 100% to the town because the cops deserve some money. Which is why if I get mayor I'll pay groups with 3 or more members bamboo for their work.

Wouldn't this override some of the purpose of the /ticket command? Replacing tickets with this idea is another option.

/ticket gives 100% to the Town Balance as far as I know, plus this gives a safer way to keep track of someone being arrested.
So for example
Say Miku arrests Mushy for Attempting to Kill Potatoes, once Miku transports Mushy to a jailcell, she would do
/bail Mushy 10 5000 "Attempting to Kill Potatoes" in which it would put in chat
'Miku has just arrested Mushy for 10 minutes with a 5000 bail for Attempting to Kill Potatoes.
So this is how it would work:
/bail Arresteds Name (must have used /arrest command on that user), Time (maximum is 30 mins), Bail (maximum could be 5k or less or more), Reason (recommended to be same as arrest reason).
Then for someone to pay Mushys bail, they would do
/bail pay Mushy in which it would say in chat
'Dutchy has paid Mushys bail!'
The tickets should stay, but this should be added and give 50% of the bail to the town balance and 50% to the person who did the /bail command.

Ah gotcha. First you do an /arrest on the player then set a /bail on them.

When we introduced tickets, we didn't want to reward cops for issuing them out, that's why all ticket money goes straight to the town balance. The main idea was that police should be paid via their salaries + upkeep from the Mayor, and not as a percentage of the tickets they issue, or else they'd go wild issuing out tickets for borderline/false reasons just to make a quick buck. With this idea, the number of borderline false arrests would likely increase for that same reason, and we should take this into consideration.
