Miku and I have conducted an internal investigation into election rigging on this ballot, and we're happy to say that we found no evidence of cheating nor duplicate votes. With a heart-breaking margin of only three votes, we're happy to announce Matt as the winner of #13's Mayor election.

Note: We will not be doing a full vote disclosure for this ballot unless absolutely necessary. #10's ballot had to be disclosed due to the extremely corrupt nature of the polls, which is not the case here.
