So I'm attempting to re-write the rules to some extent, I don't have the time to do a complete rewrite so let me know here what you think needs to be changed, added, or removed. THX!

I was going to do this but didn't get enough feedback from the community.

Suggestions for what to work on:
Make robberies/arrests/kidnaps more realisitc
add/change rules for vehicles and bases
add role specific rules in main rule area and not its own bubble.
