an interview is not a problem to arrange and you're making it sound like a really big hassle when it really is not at all.
Captain's would also be allowed to interview, not only mayors.
There are many captains each of them having their own timezone, so i don't think this will be a problem plus the mayor obviously.
There are fine - sort of. The issue here is that for someone to become a captain, they HAVE to match your time. What if a player is only on when you're asleep, and is trying to go from deputy to captain?
in real life, the people elect the government and then the government choose the law enforcement official.
While it is true that in real life, the government does appoint the chief of police, or police commissioner, depending where you are, in real life it's also very impractical to have a poll open to the general population frequently - elections are very expensive to run. You talk frequently about upholding democracy. Why is it, than, that you want to give mayors the ability to completely veto what the general populace calls for? It only takes slightly more than one third of the votes to block an application.
Also, generally speaking, the government appoints ONE official to handle the police force, and then lets them make all the other decisions, not shoehorn their way into an interview for every higher-up member of the force.
There is not enough scrutiny to elect new members of the police force and the police/government cannot really intervene.

ZERO "scrutiny to elect new members of the police force" - anyone can do /role RCMP or /role police whenever they feel like it.
The scrutiny for giving ranked police power is the Chief role - it has nothing abuseable on it, and chiefs are watched much more closely than regular staff.

No. They don't. We all understand that you want this, but we don't want it. The people want to keep the power to make that decision THEMSELVES.
This is not about me gaining more power as some people thing, this is all about the future of roleplay and making it more like real life.
I'm sorry, but making roleplay "more like real life" doesn't work. Tweaking the police system makes no sense when this one already works, when you have everyone and their mother roaming the streets with automatic weapons in hand, even firing dozens or hundreds of rounds into the air because they're bored. In real life, police would be shooting these people on the spot, with maybe a couple of second's warning after shouting "DROP THE WEAPON".
