1. Someone who was previously a Mafia member has a high chance of entering police work, as they know the inside & outs of the Mafia, but due to Pokes buying out of only 60,000 bamboo, it lowers his chances of getting into anything.
2. The BlackHats has a ton of KOSers, false raiders, and much more, so its confusing as to why they would keep someone who KOS's, false raids, and any of the above in their mafia for that long.
