well according to my understanding
1) Jrider and Yoshi has got some kind of meeting
2) If this thing is corrupt, he wouldn't allow people to join this meeting /event , but he literally allows people to record their meeting
3) and for those wanna know about the minister of criminal Relations, since ppd is weak and growing, Yoshi assigns jrider to be his minister to take control of events if anything goes wrong by other bandit groups I guess, I m not sure
